I would start thinking about your jets ( if any ) and how much gas is getting into the combustion chamber. If it dies out, and you gotta re-prime to get it started then the engine is starving. All Priming does is add fuel directly as does a choke. Also it is kinda hard to figure out where any problem could be without looking at how the fuel feeds. I'd start there honestly

Check the little breather hole in the gas cap! Sometimes a little bug decides to lay an egg in that hole, and if he does, you'll get the same thing as you describe! I repair mowers, etc., with the small engines, and the problem crops up frequently, especially if the machine is stored, or not used a lot. A small piece of wire poked thru the hole will suffice. Just remember to take out the wire before starting it. On a 2 cycle engine, it makes no difference as to which way the engine is mounted.
The deal is this: You try to start it--it runs for 10-15 seconds, then quits. So, you decide to check the fuel supply, and remove the gas cap. This allows air to get into the tank, breaking the vacuum, and it will then start, until the fuel goes out into the carb., and the vacuum forms again! So, you remove the cap and---aren't we back at the first place again???

Might have low compression and need a top end rebuild (cylinder, piston & rings).
Just enough compression to run, with a supper rich volitile mixture.
The strain of trying to move a scooter will ware out the engine faster than normal useage.
