First, taste and class are subject to interpretation. What is classy to one, may be gaudy and tacky to another.
Not knowing your tastes, it is hard to advise you.
However, I live in a snobby neighborhood and have an idea of what could be done (please understand that I do the complete opposite, so do not emulate me if you are trying for simple, dainty, classy, boring).
If you have columns on your home, wrap them with a wide red ribbon.
If you have several doors or windows on the front of your home, decorate them with a lush green wreath adorned with a red bow.
place a white spot light and shine it on each wreath and column (if you have them) and use that to light the front of your home. It will look classy, and tasteful. The expensive look you seek will be achieved by the fullness of the wreath and extravagance of the bows.

Outdoors I would use white lights, with white candles in every window. The candles are usually about 99 cents each, so it is inexpensive, and if you have a ton of windows, just put them on the front of the house. You can buy the garlands that are prelit for about $10 for 15 feet, and regular white lights range in price from $1.99 for 100 lights on up depending on how many you need..
A wreath on the door is also really nice. You can even get them that have battery powered lights in them to continue with the white, and add some silver, burgundy & hunter green decorations to it. If you are tired of all shades red & green, they have some beautiful blue & silver decorated wreaths. It makes it look more like a winter wonderland that Christmas.

If you have an open staircase, you can wrap the banister with pre-lit garland, or you can sway it around door frames & entrance ways. If you use holiday stockings, they have some nice ones that look really decadent for about $10 bucks each at places like Target & even at different craft stores.
Since you don't have unlimited funds, come up with your theme, look at what you already have that fits your theme, and then make a list of what you want to buy. Break your list down into the must haves, really wants, and it would be nice. Then, you know which items you really need (stuff for the tree) and what you can do without. Make notes of measurements so you don't buy too much or not enough of somethings. And then, start to comparison shop online. Check hardware stores, departments stores, Christmas specialty shops & warehouse clubs. You may even find some great deals at craft stores & places like Michaels, AC Moore & Joann Fabrics always have coupons available. If you love your theme, then after Christmas go to the end of season sales & pick up more items for next year.

Or blue. I really like blue.
If you stay with mostly one color, I think it can look much more elegant than if you have loads of different colors. also check out second hand and thrift stores - be careful tho some of them charge almost new prices.
If there is a JoAnn (fabric) store whre you live sign up for their flyer - you get great discount coupons and heads up on sales - buy some red material to make some tableclothes, or swags over the windows. And silver accents.

Start w/ color scheme in your house and accentuate w/ complimentary colors. I think silver and gold are good w/ most colors.
Or pick a theme, if you have kids you can have a toyland theme. Hang small toys on the tree w/ colorful ribbon, paper/popcorn/candy chains as garland on the tree. Handmade ornaments from the kids.
Take from nature, evergreen swags and wreaths can be used to display X-mas cards. Pine cones can fill vases or glass bowels and can be sprinkled w/ glitter in the colors you choose.
Homemade decorations look quaint hanging on the tree.
Ribbon tied in bows from the colors you choose can help fill in the tree, until you build up your own collection of keepsake ornaments.
