Send them fake violation notices and then send them one saying that the Yahoo Community voted and don't want to see them back anymore.

look if you can find his yahoo account and then send him blackmails, some admin saying to stop using yahoo ans. or else he's acount will be terminated and all his transactions will be hacked and his cash will get lost
or get your neighborhood to yahoo answers and tell them to help you report that person..yahoo admin will terminate him!!
