If you are using any server technology(like php,.net) with Microsoft FrontPage , u then need a webserver. if you are developing static pages(simple html pages) then you dont need any webserver installed on ur system.

you do not need IIS installed to create web pages in front page, if they do not require any server side scripting language such as PHP, aspx, etc .
but if you are making any page that uses scripting , database, you have to install IIS or other server software such as apache, which are freely available over the net.

Frontpage produces godawful html. heavily. The code it produces is painful. learn how to jot down html, xml and css. That'll get you your ultimate outcomes. in case you need to use application, attempt Dreamweaver.

No, you don't. But, use it if you've got it.
There's many alternative web server software out there, like Apache. Google for it.
You can also prototype on line at websites like http://www.sitesled.com for example.
