How do I go about reporting a plumber that's operating with no license? He only works in small/large business' and new buildings. He states that he's retired and hasn't renewed his license for this reason but in reality, he's never had a license and doesn't follow any codes or regulations set by the state and county. Where should I go to report him?

You can report him to your local city or county building inspections office. If that don’t work, report him to the Secretary of State office. They regulate mechanical licensee as well as others.

This is covered under Build Code office. Some areas have one big office with all the trades in them and some are seperate. This is usually where you get permits for having work done.
