1- What is the maximum acceptable decimal dimension for a 36 degree angle with a tolerance of plus or minus 30 minutes?

It is 36° +-0.5 degrees = 35.5° to 36.5°
Remember: One degree is 60 minutes (1 minute is 60 seconds)
