As most have said, don`t think there are any regulations.
In our last house the sink was under the window overlooking the back garden, when we replaced the kitchen we had it moved to another position, under a larger window that looked down the road,so the missus could nosy whilst washing up.
No mention of any regs.

It is very common. The only "bad" thing it requires is that the ventline for the sink be offset around the window. I have never seen a regulation concerning it.

I think it's more practical than anything else. As there's nowhere to fix wall cabinets, you constantly have to move from that area for ingredients, etc. So as a food preparation area it's impractical and what really doesn't need storage above it, the sink.

You can put a sink anywhere provided there service and proper waste provisions.
The only problem occurs when electrics are too close.
If you allow one metre clear of sockets, and all of the services are properly earthed; go for it.

There are non other than that the waste water has to be plumbed into the foul water drain and not the surface water drain.
