i received a mail in that , there is above written address to open that file and download file. but i cannot open that file to download . can you suggest me how can i solve this problem.

Unless the f21vendor is a local machine this isn't going to work at all. (You need to be on the network that contains it and within the same "local" network subnet and IP range)

Internet FTP and HTTP servers all need a .com .net .org (etc)
domain name in order to be found there is no way DNS (the domain name system) can find an f21vendor computer without the rest of the domain information. SO, contact whoever sent that mail and get the rest of the story!
