Depends on the county i guess.
I'd target something intriguing and unique in the culture and ask them about it.
If they were European I'd probably ask about their countries history.
If they were Asian I'd probably ask about their customs since it's completely different to ours .
If they were American I'd ask about their government and politics.

You can contact with foreigners in many occasions.
In business, I would ask them "what do they want?"
In culture center, I would ask them "would they accept other culture instead?"
With wine, I would asked them "would they like whisky?"
