POLITICS is the answer.
Corrupted politicians or stupid ones can set the course of a country in a slow or backward motion and then there is the ones who cannot see the future. All countries have the same chance to develop, but over time the gap widens.
From gangs petty disputes to out right wars, genocide ect ect...

The developed world:

1. Subside their famers..so even though they are making losses their farming is subsided by the tax payer
2. their crops are dumped on 3rd world countres markets meaning 3rd world farmers can not grow crops and make a profit..its like buying a bag made in China for 20cents bcoz the same bag made in your own country costs 100 times more...you have no choice but to buy the cheaper one from China and eventually the company making bags in your country will go out of business
3. the laws in the developed worl ensures that the farmers in the 3rd world can not sell their produce in the 1st world due to taxes etc
4. The developed world has advanced machinery, and financial markets

The developed world:

1. The leaders as soon as they get in buy fleets of German luxury cars for themselves, their ministers, the wives, girlfriends, mistresses, children etc
2. The corruption..everyone in Government see it as a way to get rich quick and provide for their pensions and their families
3. Pple in business in some cases are not qualified its who you know...so many companies are run into the ground including banks....
4. The Govts do not respect the laws so do whatever they like and the judiciary are frightened..look at Zimbabwe for an example..
5. HIV/AIDS is killing the able bodied young people in horrendous large numbers, they should be working and growing the economy
6. In the developing countries not many rich people give back... unlike in the developed world many millionaires/billionaires give back...they open institutions, give building to Trusts, auction valuables for charity, give colleges large sums etc...

Where extreme dictators rule, people are restricted in all forms so they can't get over poverty. Even in a country, there are two different peoples - the very rich and the very poor. But very rich countries can look after their very poor if they have social systems. However, people in the countries ruled by dictators have to serve the dictators rather than developing their economy, education and culture. And war should be considered seriously. Actually, civil wars are the most serious problems difficult to solve.

The large fish eats the small fish. The hunger of the large fish is insatiable, the small fish does not have means to liberate itself from the pressures from the large fish. This would be a better World when this situation changes.
