Personally I'd buy an upright one like the Bex Bissell Pro heat, I have one and it was the best £169 I've ever spent on a piece of cleaning equipment. Had it on interest free credit from Argos and it paid for itself in the first couple of uses.
I've hired before but they've always left the carpets too wet and I didn't like the chemical smell they leave behind.
Having your own means you can keep every carpet in in your home fresh and you don't have a time limit.

A number of supermarkets do a hire service and so do places like B&Q but if you look at the charges you can buy a Vax upright cleaner for the price of less that 2 hires.

Try Johnsons the dry cleaners and rent the rug doctor - brilliant results and carpets are dry within a few hours. If you havent got a Johnson's I believe that some homebase stores rent these machines.
The rug doctor removed all my stains in my carpets and bought the pile back to life.

No, the UK is not the only place you find this. I have seen this in Germany and in Switzerland as well, but not in the newer houses or flats. Rather in the older ones. Some of them even put a carpet-like cover over the toilet lid! It's so disgusting!

I have heard mixed results from hiring people to clean carpets. If you have the time and the patience it might be worth trying it yourself.

The Rug Doctor one is good - I used that when we moved into this house then invested in an upright Vax to keep them clean myself.
