Was it "The Mad Death" (1983).....

Britain is gripped by the "mad death", an outbreak of rabies, after an afflicted pet cat is illegally smuggled into the country.

The first answer was right. It was the Mad Death. I remember it quite well. The theme song was the popular hymn sung spookily by a little girl.
