Actually, that would be under the governance of the Presidential Records Act. President Clinton signed the first version but President Bush, the current one, enacted a totally revamped version that also includes the records of Vice Presidents and former Presidents, living and dead. No-one will ever know anything because he used the model of National Security as its basis for secrecy. National Security, as everyone knows, covers an awful lot of territory and the term itself is purposely vague.

Your own link answers your question.
Clinton campaign spokes-man Jay Carson says that as many as half a million health-care papers have now been disclosed, but he acknowledges that many others have yet to be cleared. "There are undoubtedly other documents related to health care in the hundred million pages" of unreleased records at the library, Carson said, but he added that Clinton's hands were tied because understaffed Archives officials had to review each and every FOIA request—and handle all of them in order. "We don't control their process," he said. "We're not holding anything up."
Hillary, Carson says, "has never been involved in the clearing process"
But delaying things 20 years - even after you're dead - that guy Reagan must really have a lot to hide.

As evident by your example, the Clintonistas have everything to hide.
Thank goodness, they're so much older than me and at some point in my life, I have a chance to live knowing they are gone.
EDIT: We all hide something? What is wrong with these people?

perhaps the big one was ...lying under oath. or ...how bout.
- The only president ever impeached on grounds of personal malfeasance
- Most number of convictions and guilty pleas by friends and associates*
- Most number of cabinet officials to come under criminal investigation
- Most number of witnesses to flee country or refuse to testify
- Most number of witnesses to die suddenly
- First president sued for sexual harassment.
- First president accused of rape.
- First first lady to come under criminal investigation
- Largest criminal plea agreement in an illegal campaign contribution case
- First president to establish a legal defense fund.
- First president to be held in contempt of court
- Greatest amount of illegal campaign contributions
- Greatest amount of illegal campaign contributions from abroad
- First president disbarred from the US Supreme Court and a state court
they may have things to hide but what theyve "revealed" speaks volumes. and the sad part about it is liberals want to relive this all over again with hillary.

Clintons are open to audits and investigations because they should be transparent.
VOTE for your choice as US President on my 360 degrees blog and know if Hillary will likely win.
