Talk to the owners again. They need to train the dog, not just shush it.

well if its a constant thing.. like every night all night..then something has to be done for piece of mind...My neighbors dog is the same way, One of my three dogs is that way....If its a once in awhile thing, well probably just best to try to deal with it, just to keep the neighborly peace. If you do feel it is truly an unbearable situation, you really have only 2 options (given the owners are aware, of the barking, and have tried to correct it already) 1...You can call the police and report it as a"nuissance" barker...which they will come out give the owner a warning , then eventually remove the dog from the home if it hasnt improved over a certain period of time..2 choice which is by far the best, is to have your neighbors purchase a "No Bark" collar for the dog... They will run aprox 50-100 bucks depending on make and model. They shock the dog when the dog barks..pretty simple idea, and works every time... Eventually after being shocked numerous times, the dog will be able to go with out the collar, and learned behavior will have kicked in, and he will never be a barker again!

Find what motivates your dog. Some dogs do anything for food. Some dogs do anything for Toys. Some do anything for a good petting. Some do anything for only one type of food, like cheese, or hotdog. Some only have interest in training for 5 minutes at a time, and others can go for an hour. Figure out what your dog is willing to work for, and then work with her in sessions that are no longer than she can tolerate. How to train your dog properly https://tr.im/MXChN

Sign up for a dog obedience training class. It will not train your dog. It will give you training on how you can train your dog. Most people understand the idea of training, but there is a right and a wrong way to do it, and there is good and bad technique. Timing and consistency is very important, and it helps to have feedback of someone watching you who can help you improve your technique to get more efficient results with your dog.

However, she may be somewhat anxious around other dogs, sort of like the shy kid on the playground. She will benefit from continuing what you are doing as far as asking her to sit before entering, but there are more things along those lines that will help her to calmly go in and out of the dog park. She may also benefit from going in short bursts, or only when fewer dogs are present, or avoiding times when other dogs that make her nervous are present. Maybe she just plays loud - my brother's dog is this way - or maybe she is a dogpark bully - sorry it is possible. But more likely she is just a little anxious around new dogs and she wants to play but just doesn't quite know how to do that and still feel comfortable. Don't be surprised if your dog does not actually like the dog park, and maybe she would get more enjoyment and less stress out of simply going for a good walk somewhere else.

A wagging tail does not mean that your dog is happy or even comfortable with the situation. It means your dog is emotionally aroused. This could be a happy arousal, or it could be a nervous arousal, or it could be an aggressive arousal. Go youtube it, there are plenty of videos of 'vicious' dogs who are throwing a very aggressive fit of barking and snarling while their tail is wagging vigorously. Even police dogs who are not let off the leash to chase down a suspect can be lunging and barking and snarling, and their tails are still going.

Step One
Consider what's making your dog bark. Does he need yard access? Is a cat taunting him through the window? Does he just like the sound of his bark?

Step Two
Check the dog's basic needs: hunger, thirst or elimination. The pup might be trying to tell you something.

Step Three
Remove the dog's motivation for barking. For example, make a dog door for easy outdoor access or close the shades.

Step Four
Invest in a citronella no-bark collar, which is effective and not cruel; if the dog barks, the collar sprays a small amount of citronella, which dogs dislike.

Step Five
Use positive reinforcement to train the dog to bark on command; this will help him learn how to be quieted on command as well.
Step Six
Say "Good" at the exact instant the dog exhibits good behavior, followed by a reward and plenty of praise.

Step Seven
Consult a board-certified veterinary behaviorist or a pet behaviorist for additional suggestions if all else fails.

Go and talk to the owners and see if you can come up with a solution together...if you love and own dogs, I am sure you don't want to call in animal control, or do anything disciplinary to it without the owners' consent, or without at least trying to work it out first. Tell them the shusshing is not working and the barking is driving you nuts. Is the dog reacting to your dogs somehow? Defending his/her territory against them? If he/she can smell your dogs, or is aware that they're there, that may be it. If so, maybe introducing them a couple of times and/or having them play together a bit will help. If it is pent up energy (as in, the owners don't walk it or play with it enough) you might suggest that to them. If it's really just nervous or habitual barking with no apparent root cause, you might suggest an anti-bark collar--it can help train the dog not to bark incessantly at nothing, but there is probably a root cause that just needs to be discovered, and (personally) I would use the anti-bark collar as a last resort. Good luck!

Go round next door and speak to them. You must expect dogs to bark at times.
