We can have a just cause and a more than right motive but how do we determine exactly who the real " Public " authority is???? Thank you.

False as 'just cause' and 'just motive' are reasons, 'public authority is not a reason or condition, it is a group body. Plus why just three conditions, could be one or even more than three.

On another note, language wise- those three would be wrong in a sentence ( altogether) anyway as it doesn't balance.
