5 gallon hex for 30 dollars at walmart, comes with the tank itself, filter and hood with lightning
if you're planning on keeping a betta in there with some other smaller tropicals, you will need a 25 watt heater, which costs you about 10 bucks
Some gravel and a liveplant about another 10 bucks
which makes 50 bucks for starters

Before you add any fish, you're suppose to cycle it

Hope that helps
good luck

Edit*
Yes you can keep dwarf frogs in there, but you CAN'T keep a goldfish in such a small tank
the minimum requirement for a goldfish is a 10 gallon tank just for one for starters
here is an article for you to read about keeping goldfish

you could keep up to 5 white cloud mountain minnows in a 5 gallon with your frogs, but that's it, and you wouldn't need to buy a heater either

I could post you links to some, but for a tank of that size I would just go to pet smart or something and pick one up. The thing with little maintenance is that all tanks will need maintenance, it's just how much, and that has to do with how many fish you have in it. I would get a betta, they are a somewhat easy fish to care fore and should make for a good starter fish.

well they make 2.5 gallons and then theres 5 gallons...you should be able toget a 5 gallon for pretty cheap. youll need an air stone to put in there as well as a pump. You can find these at your local pet store or at a petsmart/petco. I wouldnt suggest putting something more than fancy guppies in it
