If you know for a fact he was on the PQ17 - click on this link and look at June and July of 1942 - it tells you the mission. If he was on it then that's what he did. Good luck!

You can send an email to the Department of the Navy at the Pentagon and they will give you an address for the Naval Records Department. You have to send them an actual letter to request the information, no email. I know because I did this to get information on my father who served in the Pacific in WWII.

At least I think they would have info on the Merchant Marine, also, but I'm not sure; maybe not. At least the Navy Department could tell you who to contact. Have you tried just doing a search for Merchant Marine Records to see what comes up?

My father was in the Royal Navy and I contacted the Ministry of Defence Bourne Avenue, Hayes, Mdx UB3 1RF who sent me full details of all the ships on which my father had served, his rankings and the destinations of every voyage.
The Archivists at Kew may be able to point you in the direction of the Merchant Navy Archives.

Contact the Admiralty records office. They will have information about your dad. All merchant seaman who sailed, under Royal Navy escort, temporally became Navy personal. At least they did at Dunkirk. Good luck.

I wouldn't be surprised if you can get a copy of his service record directly from the merchant marine organization itself.

The ministry of defense will have a record of all the ships and sailors on them. Try writing to them and asking them for his naval record.
