As for public opinion, assuming you mean French public opinion, it was not totally pro-Napoleon there were Royalist and Counter-Revolutionary revolts throughout his reign and given that the Empire subverted the Revolution some Revolutionaries also opposed him. Outside France pro-Napoleon sentiment was mainly held by those who wished to see revolution in their own countries.

However Eastern Europe sees him as the bringer of the Enlightenment. That is learning, knowledge and other things Americans and the British take for granted these days.
So how did this diminutive italian become the ruler of france? By inventing nationalism. That is, the idea of fighting for a country. Even deposed he returned and raised new armies of volunteer soilders. He was immensely popular in France during his time and was possible murdered in captivity by the English to make sure he never returned to create problems again.
