What kind of compressed file is it ?

.ZIP double click it, WINDOWS opens it (from XP onwads anyway, prior to this get WINZIP from winzip.com )

.RAR Get WinRAR (Ask google for it)

Well if you are uncompressing the file on a windows xp; then all you have to do is rigth click on the compressed folder and select 'Extract to' and point out a location for the file.

As a second option you can use utilities like WInzip, WinRar or 7Zip for uncompressing the compressed files. WinRar and 7Zip support more compressed file formats than winzip.
