What kind of water are you keeping it in? Green Spotted Puffers are brackish water fish that require salt in their water [specific gravity of 1.005-1.015 as juveniles; 1.018-1.022 as adults]. Without the salt, they will become ill, or inactive, like yours. Also, it may not be eating because it was not provided with the proper diet when it was young. Puffers NEED snails to wear down their beaks. If they don't have crunchy food to wear down their beaks, their teeth will grow too large, preventing them from opening their mouths. If this is the case, the only way to fix it is to file the teeth yourself, or take it to a fish vet and have them file the teeth... Right now, you should try giving it some snails to see if it will even attempt to eat them. If not, you should take it to get its teeth fixed... It sounds like he's sick. Up the water temp 5%, add more salt, hand feed him, provide snails if possible, bring his daylight down to 8 hours a day and if he's in a tank with other fish, then seperate him.
Treat the water with Quick Cure and keep a really close eye on the temp and water condition.

I got mine about a week ago and they pretty much do the same thing. It worried me at first but if yours has lasted that long, i guess it's normal behavior for them.
