If the cleaning the lense does not help you will just to get a new one. My last computer has had three CD writers in stalled. They wear out.

the optical lens could be ditry.. try using a cd cleaner.
try puting another cd on your cd rom.. maybe the cd is ruined
if not your rom could be broken, bette buy a new one, i strongly recommend dvd rom.

check your cd rom at the bios setup. check your power supply connections and be sure that the master/slave config jumpers are set properly. install drivers if needed.
