Hillary is attacking Bush. If look at her past debates, town hall meetings and etc, you think Hillary was running against an incumbent GW Bush. Hillary's campaign is not dumb and is aware of Hillary's high negatives in national polling. They are in a general election mode. Her hardcore supporters are Bush haters. She is trying to sway independent voters (and some Democrats/Republicans) that a vote for her is a vote against Bush because she knows Bush's approval rating is low.
