With Vista:
Start-->All Programs-->Accessories-->System Tools-->System Restore

All other operating systems should be like that or very similiar.

As Samantha said its just a matter of clicking a few icons for a restore. Are you sure you're not thinking about a system recovery? A restore and recovery are two different things. A restore simple backs your computer up to a previous state. A recovery takes it back to its original state only, just like it was when you turned it on the first time when it was brand new. With a recovery you lose everything you've ever put in your computer so before you do one of those you save the files you dont want to lose onto disks or a storage drive because they go bye bye when you do a recovery.
