1) do you mean (x,y)→(x, 3y-2)? if so, (2,5)→(2,13). but that's not one of your choices. the image of (x,y) needs TWO coordinates, and x+3y-2 must be only ONE of them.

2) dilation

3) "right units" doesn't specifiy a distance. points equidistant from P and Q are a line, the perpendicular bisector of segment PQ. Points 3 units away from P are a circle, radius 3. A line and a circle can intersect in 2 points, 1 point, or 0 points. What's necessary to decide here is the distance between P and Q that you left out.
