This is a very hard question, which probably has a different definition for most. The government sees poverty as a condition where the person effected can not pay all their monthly bills and for the cost of living off of their paycheck. I also think that someone is poor if they don't have the ability or enough money to save for the future, or in other words live from paycheck to paycheck. Also remember this is for someone who is in theory already established with a job, and does not apply to College students as the majority of them struggle.

Poverty is relative. It depends on where you live. If you can't afford a refrigerator in the USA you are poor. I define poverty as not being able to live the life of a citizen in the country I live in. That should include a decent holiday and some extra's without having to lie awake at night worrying.

When I start whining about what I don't have instead of being thankful to God over what He has given me. THEN, I'm poor, and no amount of money in the world will ever fix that. Too many "poor" people I have spoken to over my life have had the same answer: "I didn't even know I was poor until someone told me." Hmmm. All a matter of perspective, and thankfulness to God. God Bless you.

3. When you fight with the roaches and rats for the scraps that they are eating.
2. When your fingernails still have the taste of the cheeseburger that you ate two weeks ago underneath them because you can't take a bath.
1. When you sniff your dirty underwear to determine which pair is the cleanest so that you can wear them again.

Not by the toys you have or your parents buy for you. More likely by whether or not you have a roof over your head and food on the table and shoes on your feet. And Love from your friends and parents. I never met a poor person in Church.

When you are choosing between paying rent or buying food. When you are buying less expensive food evan though you know it is less healthy. When the choice is utility bills or winter clothes for your kids. When you don't have bus fare to get to a food bank. When your kids are standing in line at a soup kitchen. When there is no phone no cable no internet. When the pawn shop knows you by name. When you are one pay check away from homelessness.

When you have no family to turn to. More and more people suffer from material separation due to higher prices and inevitable taxes. But having family makes you rich in life and at heart. Never judge yourself by material things, but by how many friends and family you can still talk to and call friends.
