I don't know what you're feeding it with, but I would suggest against feeder fish. Unless you are quarantining them for 2+ weeks, feeders can be very dangerous because they all have the potential to infect your tank with parasites, fungus, bacteria, or other things that either infect your fish before the feeder is eaten, or internal parasites, which would be introduced upon consumption. Oscars are natural insectivores, so bugs like worms, crickets, fruit flies, or any kind of larvae make great, protein rich, nutritious meals. Use quality pellets as the staple of their diet supplemented by either live or frozen insects (or quarantined feeder fish/shrimp). Feeding your Oscar in foods that are high in protein should greatly help it bulk up. Contact me if you have any questions.

EDIT 2: Also, tanks that are too small for this eventually foot+ long fish can cause stunting that prevents growth and leads to deformities, and often, premature death. You should have a MINIMUM of a 55 gallon tank for when it is fully grown, and no less than a 30 gallon tank to start with...
