the super bowl has only been around since 1967. There are lots of teams that have never been and more that have never won.
Never been:
Cleveland Browns
Jacksonville Jaguars
Houston Texans
Detroit Lions
New Orleans Saints
Arizona Cardinals
Been but never won:

Houston Texans, Cleveland, Detroit, Jacksonville, New Orleans, Arizona have not been to Super Bowl
Interestingly, all of those cities, except for Cleveland, have hosted a Super Bowl.

Here is a list of teams that have won multiple Super Bowl Packers Broncos Cowboys Raiders Steelers Redskins 49ers Giants Patriots Colts Miami These are the teams with 2 or more wins, so if we're in Super Bowl 44 next year, it would add up to not every team has won a Super Bowl.

There are six teams that have never been to the Super Bowl: Arizona, Cleveland, Detroit, Houston, Jacksonville, and New Orleans.
9 more teams have been to the Super Bowl but have never won it: Atlanta, Buffalo, Carolina, Cincinnati, Minnesota, Philadelphia, San Diego, Seattle, and Tennessee.

I can immediately think of the expansion teams. So far along w/ the Jaguars, Houston is another example (w/o playoff experience, the Texans have been a true example of a expansion teem so far.)
