gentleroger is correct about the substance of each piece, but more often the first part is divided into
1) introduction (first sentence), leading into:
2) preamble = summary of justification (based on theory of government and human rights)

Then
3) the body specifies the 'particulars'
a) indictment -- list of abuses of the king
b) denunciation of Parliament for not responding when they complained about these abuses before

4) conclusion - actually declaring independence, on the basis of the argument just made -- followed by a solemn pledge/oath of those who will sign

This is how those who speak of FOUR parts generally divide it.

For what it's worth, you could simply divide it into THREE sections -- preamble, indictment (body), conclusion. Others make a firmer division between the two parts of the body (3a and b above) and say it has FIVE parts. (I rather like seeing three main pieces, each with two sections - intro + preamble, indictment + denunciation, declaration + pledge.)
