I believe you can use your college picture ID when you go to vote. In order to vote, you need to have been registered previous to the election. Your name will appear in a book at the polls under your last name in the district that you live in, with your address listed and with a voter registration number. When you sign the book, you will be given a ticket and will be permitted to vote. They will check your ID if they need to; you can use your driver's license, a bill from your home with the address of your residence on it along with your name, a passport, a voter registration card, your birth certificate and maybe a few other items,(one of which may be your photo ID from college).
You will not be permitted to vote unless you are in the book unless the name was left out in error, in which case, the board of elections is called and will tell the poll worker if you will be permitted to vote by Provisional Ballot and you may not vote at all if you are not listed by the board of elections. They can look up the date that you registered, which election was the last one you voted in and what your voter registration number is.
There are many checks and balances and, though some believe that you can go and vote without any checks being done, they are totally wrong. I have worked at the polls and know what poll workers go through to make sure a vote is legal. We are also made to check, put our initials on every single vote and we are expected to answer to a judge if someone is not checked for ID or addresses, signatures, etc. when they are indicated as being required. If you are not registered and are not in the book, you may not vote.

Hell, you're in Jersey! Anybody can vote there. Illegals, underage kids, unregistered people, dead people, household pets, your relatives visiting from Florida or Russia...it makes no diffrence there. ID? Whats that? If you can slur your name, they'll let you vote. That state is one of the most corrupt in the union.
