Being unable to cope with the stress in your environment. Or being overly stressed most of the time. Or being overly stressed by things that typically don't worry others.

Stress is the fuel that feeds the anxiety fire...and the fire usually burns somewhat out of control, even if the person covers it well. They may be a bit high strung. They may be depressive. They may be fearful or angry or easily frustrated or easily worried. But inside it is a similar physiological response that actually can be unhealthy over time...things like blood pressure, heart rate, and seratonin levels are off, and pathways in the brain are affected. That's why medicines sometimes help anxiety.

Whatever it is, it is a typical situation for that person...kind of a chronic thing.

They are anxious all the time.
