When you are completely ready to give up all other pursuits and interests and hobbies and you cannot live another day without children.
Otherwise, please do not do it. Too many people have children with absolutely no sense of dedication. Having children requires everything that you can muster 24/7 for a minimum of about twenty years per child.
On the other hand, the rewards for having done it right are grandchildren!
