That's pretty easy. Think of tens as 10. 7 tens means 7 of 10, or 7×10. Same goes to 8 tens. 8 tens means 8 of 10, or 8×10. 7×10 is 70 and 8×10 is 80, so the number has to be between 70 and 80. Now with that in mind, 4 ones means a number has 4 in the ones digit. Ones digit number is 0-9, so a number between 70 and 80 with a 4 in the ones digit is 74! Get it? =)
