I've always found DeviantArt (http://deviantart.com) to have a really good selection of brushes. But just look around, there are tons.

Photoshop has more brushes than you can imagine.
Depending on which version you have.
The menu bar on the left gives the choices of Pen, pencil Airbrush, and Lasso. When you select brushes then in the upper left under the file edit Play with the settings and numbers and the color selection, I have used several different versions of Photoshop and I done design work for years and have never had to look for a any other brush 3rd party or otherwise.Look around, I'll bet you'll be shocked what you find.

http://websoup.org/resources has a section for photoshop brushes, but the site hasn't been updated for over a year, so some of the links might be outdated, but most of the sites work, and the site is really a web designer's dream.
