Yes, it takes a level 2 ax or hammer to chop the stumps and medium size rocks. The large rocks require a level 3 hammer.

Talk to the dwarven blacksmith you got your hammer from. He's in the last building on the right of the first screen in town. You have to be carrying some mineral to give him, and must have the tool unequipped, but in your backpack then can pay him to upgrade it for you. (Copper for the fishing rod, iron for everything else. He usually require that you have several pieces.)

That is good for the first three new levels (until gold form) after that you have to do it yourself in your own forge, which appears when you upgrade your house.

Unlike other Harvest Moon games you do not have to use a tool a certain number of times before you can upgrade it. BUT also unlike HM you have to buy each upgrade, there is no skipping upgrades like you can in the other HM games.

Once your tool is upgraded hold down B to charge it up. A glowing ball will appear and then you can release it for a charged swing. It takes 6 shots from a level 2 tool to break a stone or stump. (And large rocks can't be broken until level 3.) Each additional level of tool halves the number of blows needed.
