When its said they all do it, its because they all do it.
They don't stand in every area of the country and count the checks and make notes of the people who write them, then do background checks on them and ask for their bank accounts. Neither do they sit in a room with a green eye shade and know all about their bundlers.
There is a body that investigates, but, the candidates themselves would have to be involved.
If your secretary gets a parking ticket, that doesn't mean you knew about it and are responsible for paying it.

Translation = if it's one of your staff members is a major difference than if you did it yourself.

Whenever Clintons do anything wrong, a chorus of "Well everyone does it." comes from their supporters even if they have to dig up something decades old. Hillary did it recently, with obvious forethought because the Clintons have always taken illegal money from Chinese and any other source.
