They did not used to be, however because of the way the land has changed and species have vanished in the US... well there are places now where coyotes have become the top pred.
Back in the day, wolves, bears, and big cats, etc... took the cake of top pred, however those species have long since vanished from many places in the states leaving coyotoes all alone.
When push comes to shove and you look at the overall species they are not top pred. But there are many places where they been left to become the top pred.

A coyote is what is called a secondary predator.
First their are consumers (deer, rabbits, herbivores)
Then their are primary carnivores (foxes, weasels)
Then their are secondary predators (coyotes)
Then their are tertiary (pron. Ter-she-ary) Predators (wolves, bears)
Then there are Terminating predators (Man)
