In this, the land of the free, you don't usually need a Permit (short for permission) to improve your own home. You would however need a permit if you were working on someone's home and charging them for it (aka a contractor). However it is your responsibility (morally and legally) to educate yourself and do the work properly. I know in Florida this would require a permit. Just changing a door and keeping the existing frame is usually not permit-requiring. Installing door framing, like you would need to do, would be considered structural. However, every day people install doors and windows without permits--so you could always chance it. Also, typically each city has their own regulations and code violations...you should check into it with your city to find out what is required. Beware though, that you may draw attention to yourself by asking this question, if in fact you are considering doing this work without a permit.

I would hope anywhere in the USA one might need a permit for this, and any inspections.
You don't mention a detail that might make all the difference. IS the existing window the size of the French Doors you intend?
You're essentially altering the structure of the dwelling. certainly for the purposes of liability; I'd want to know the structure and proceed appropriately.
