beacsue cirrus clouds are too high up in the atmosphere, too cold , and not enough moisture to produce any precipitation therefore it cant make any snow or rain or sleet/ice.

Also it is rarely accociated with a front so no additonal moisture can fuel it. If it is accompannied by a front it is behind it and all moisture is already lost.

Cirrus clouds are made up of ice crystals. They are high up in the atmosphere. They produce no precipitation.

It is a known fact that warm air can hold more water vapour than cold air.As we go up, temperature decreases and hence the air becomes colder and hence its capacity to hold water vapour also decreases.So the absolute humidity(mass of water vapour contained in a given volume of moist air) decreases rapidly with height.That is why,a very high cloud like cirrus is not capable of contributing towards rainfall owing to lack of adequate moisture in these clouds.Cirrus contains tiny ice crystals but the moisture is not enough to produce precipitation.
