Make sure it is picking up the radio signal. The antenna tower symbol should show curved lines above it. If not then try to find a better place to position the clock.

You can find the manuals here: http://skyscan.info/content/index.php?option=com_content&task=blogcategory&id=14&Itemid=40

From the web site:
Daylight Savings Time ends on November 3, 2007. Your clock should change itself automatically. If not, all you need to do is place the clock in a window facing Colorado and allow 24 hours for it to catch the signal. If you observe Daylight Savings Time, please make sure your clock has the DST function turned ON. If you are still having problems, please check our FAQ page.

there should be a small reset button on the top. Also the positioning of the clock has to be in such a place that it won't incur minimal interference from other sources (cellphones, other radio or electrical devices). I have one at home and it reset itself. Was nice. If it's a digital version you'll see if it's connecting (you'll see a little satellite with lines). If it's a wall clock version it may require sitting in the window. If you can find the model number on the clock I'm sure you can find the directions for free online.

Assuming your atomic clock came from La Crosse Technology you will find your clock. Each clock has operating instructions. I know exactly what's wrong with your clock. On the back correct the time by pushing the set button once. At the bottom right you will see your time zone. to correct keep slowly pushing the + button until the correct zone appears. Push the set button once. This locks in your selection. Push the set button twice. At the bottom right you will see the letters DST flashing on and off. Above it in the main window the word ON or OFF will be flashing. If the word OFF is flashing press the + button once and the word ON will appear. This action activates the automatic day light savings time function. Sit your clock facing a south or west window at night. For some reason the time lock indicator works faster to atomically set your clock. From 8:00 PM to 2:00 AM is the ideal time to set your clock in a window so it will set itself perfectly.

take the battery out and put it back in, or put in a new one. It will reset itself overnight. I have a Skyscan clock myself. Also, here's their website:
