They can do an inspection at any time. There are multiple reasons why OSHA may do an inspection... annual, random, secondary to complaints, increased injury reports, etc. You are responsible to have your location up to OSHA standards at all times. It's rather ridiculous to have a set time and day when an inspection can occur as then you can prepare for the inspection and then be lax the rest of the time.

Random, unannounced inspections are the way they work. How would they find violations if they called ahead? If you feel that the place where you work is in violation of the codes, you can call OSHA with an anonymous tip.

They can do random visits but usually let the company know unless it is because of a reported violation which in that case they come in unannounced.

Probably not if illegal aliens are working at the location, since no work laws apply to them.
