The real question is: what are the smallest particles? The absolute smallest particle with mass is the electron neutrino... however, the electron neutrino is not normally part of an atom. So one must move up the scale a bit. Electrons and quarks are the smallest particles yet discovered. Protons and neutrons are gigantic in comparison to the quarks that compose them.
At any time, it could be determined that quarks and/or electrons are made of smaller particles; just not yet.

Look up the definitions. It's elementary chemistry. Element is the collective name for a substance composed of only one kind of atom. The smallest component of an element which retains the properties of that element is the atom.
