Yes. Either ice them first to anesthetize the area OR pluck your brows just after taking a warm bath or shower when the pores are more open and will come out easier and hurt less.

The very best way, I have heard, is to apply Ambesol and then ice to numb it further. You won't feel a thing.
Waxing is also a very good idea. Even if you don't want to pay to get them waxed all the time, it will be easier to upkeep your brows with tweezers at home after you get them professionally waxed. Just a few hairs here and there as they grow back! I pluck my own eyebrows and I do it a tiny bit every single day, it doesn't even bother me anymore. Besides, it's only a few hairs so it's not exactly painful.

Pluck your eyebrows after a warm shower while your pores are still open. Or apply a warm compress to open your pores & dry off your brows before plucking.
Use a tweezer w/ an excellent grip. Tweezerman makes the best.
Always pluck each hair in the direction it grows.

I have been told that if you get a paper towel or something and wet it with warm water then place it above the hairs, the heat will open the pore where the hair is and it will be easier to pluck (and will be less painful). Hope this can help.

Ice cubes help a little- but the best trick I ever learned was to use a little of oragel or anbesol gel- the same stuff you use for a toothache- rub it into your brows and wait a couple minutes- it will numb them right up and make it so much easier to pluck. Be careful not to get the gel in your eyes, of course.

waxing is a lot easier, but when i have to pluck mine.. i put a face cloth under some hot water for a few minutes, and then i hold it on my eyebrow. the steam 'er whatever opens up your porse more, and it doesnt hurt as much when you pluck.

You could try the ice thing....but just remember to wipe off the water off your eyebrows b4, because if your eyebrows are wet the tweezers will slip off and it will hurt BAD . I learned the hard way :(

this works for me. i'm not sure if i'm just used to tweezing my eyebrows by now or what. but i always, always pluck after i get out the shower. the hairs are easier to pull out because your skin is steamed or watever. but that works for me. maybe ice would work too?! like the other person said. thats too cold for me. lol. good luck. happy tweezing
