It has got to be Tagaytay City, if you want the best living conditions.
It is the closest city to Manila and Makati (the central business district) that is pollution-free. That, to me, is the first criteria for good living.
Tagaytay City has the best climate year-round, second only to Baguio City 250 kms north of Manila. Yet, Tagaytay is so accessible, and is within a little over an hour's drive from Makati.
The cost of living in Tagaytay is not any higher than anywhere else. And there is abundance of fruits and vegetables, fish, meat and poultry in the local supermarkets and wet markets.
Tagaytay is a garden city frequented by people from Manila. Beautiful restaurants line the ridge overlooking the Taal Volcano, the world's smallest active volcano. It is such a pretty sight seeing the volcano within a placid lake while you are having dinner or sipping coffee by the ridge.
Living in Tagaytay is like forever being on vacation.

The answer to this question is HIGHLY subjective. It depends on the characteristics you value in a community. I live in Cebu for awhile and it is very nice. It has great restaurants, excellent shopping malls, everything you would expect in a medium size city. You have just a short drive to beautiful beaches and lush green forests. But I am not a "big city" man.
I took a little side trip to Dumaguete City and fell in love. It is sweet little town that you can easily walk across in a single hour. It has old world charm and modern conveniences. Centered around a huge academic community is vibrates with youth and knowledge. The only negative for me was a lack of a good cinema but with the opening of a new Robinson Mall this summer it will become a true paradise for me. The people are honest and very friendly. If you smile they always smile back. It is in the center of a vast variety of natural wonder. Huge cave complexes, bubbling hot springs, lush verdant forests, white sandy beaches, beautiful blue lakes, we even have our own "Loc Ness" type sea monster in Lake Balawan. The coral around Apo Island is world famous and provide fabulous scuba or snorkeling. Dolphins and whales are often seen just off shore. Of the 21 varieties of dolphins in the world, 18 live in our waters.
I do not know about you.....but I love Dumaguete City

I recommend Cebu City because it is now the hub of the Super-Region in Central Philippines. Cebu has white sand beach resorts, dive sites, malls, luxury hotels and etc. Cebu is also highly industrialize, the cost of living is lower compare to Manila and there are many tourist and foreigner living in this Province.

Cebu is the nicest city as far as it has similar resources that you would find in America such as food. But the islands are beautiful and you can enjoy the city night life but it's not as main stream as Manila

Quezon City is the best place. But you must settle here at Filinvest I, Quezon City for security purposes. I also am trying to purchase a house and lot there for I wish to have a more secured place. Actually, my Mom lives there but, of course, I need to have my own there for my future family.

Depends on your lifestyle:
Pasig City and Makati City – near everything (mall, hospitals, school, business districts) though polluted than other cities
Tagaytay City – love the weather & air. i love this place to chill but I don’t think I’ll live here ‘til I’m working in good ol’ makati.
Alabang, Muntinlupa - yeah! South baby... near malls, hospitals, schools, tagaytay, 15mins to makati.Plus clean (?) air compared to makati. Just the TOLL that you hve to pay... Safe place =P

Davao Citty! the largest city in the Phils. and one of the richest cities. it said to be the manila in mindanao but better than manila in terms of living. the reasons?: first, very peaceful (have you heard of the mayor there? well..), second, no worst calamities. (no extreme floods, earthquakes, rallies, etc...), third, clean air, very fresh!, fourth, you can soothe yourself anywhere as the city is sorrounded by islands and great beaches, and fifth, the traffic is fair, foods are all fresh ex. the vegetables, fruits... etc :) now think!

cebu has the convenience of a big city but not as crowded as manila. to get to a white beach resort is just a bridge away. cost of living in cebu is definitely lower than manila. did you know that the only international film school in asia is in mactan, cebu?
