Immediately after the initial compression test did he squirt some motor oil in the cylinders and do a re-check? The reason for this is the small amount of oil will seal off the piston rings and make the compression go up. It will not seal a leaking or burned valve. therefore the compression will remain low. By doing this you can separate bad rings from bad valves, seats and loose valve guides.

I dunno what is the problem? what are you talking about? do you have a misfire or what? You need to explain what 's going on and why you did a compression test. If the compression is above 110 psi your still ok, anything below that is no good

could be rings, valves, head gasket, head cracked block cracked piston cracked etc etc

now do a leakdown test to pinpoint the cause

bad rings or you possibly need a valve job.
