This usually refers to covalently bonded compounds, and it has to to with the differences of electronegativity between the elements.

For example, water is H2O. The electronegativity of H is about 2.2, and O is 3.5. So the water molecule, H-O-H, which is shaped like a boomerang, has a slight (-) charge on the O and a slight (+) charge on the H wings. So there is a polarity in water, in which there is (+) "behind," and (-) "ahead."
