yes. Some countries are not ready for a democracy due to cultural reasons. So sometimes a benevolent strongman who has the best interest of his country is actually better than an attempt at democracy which likely leads to utter mayhem, chaos, violence, and crime.

For example, in some societies, if a dictator came out said if you are caught stealing, you will be summarily executed. If you are caught trying to kidnap someone and ransom them back to their family, you will be summarily executed at the public square by firing squad. It sound awful to us americans and its because we live in a stable society with laws. Take Iraq right now, what Iraq really had under sadam worked and kept things under control. The failed attempt at democracy will not work and this is why you have the mess you have now.

Having said all this and due to human nature we know that absolute power does corrupt, so a certain amount of abuses and corruption is inevitable under even a so called "benevolent" dictator, but nothing is perfect...and the alternative could be worst.

I think a good dictator is called something else, I was under the opinion that a dictator is always ad, while if you were good you would be called something else such as Emporer or king or queen or what have you.

I heard a Iraqi translator speak and he said that Iraq needed a dictator such as Saddam. He inflicted fear in people and that is what they need at this time. So for that country, that was okay in a way. Not saying that we have to agree with that, but I thought it was interesting.

The people of Britain loved Queen Elizabeth though her rule was autocratic -- don't know if a monarchy counts as a dictatorship though -- it's pretty close
