There's an old saying in virtually every industry:
"Don't call us, We'll call you!"
It means, you can't expect to get hired simply
because you think you're talented.

Disney, as with any other studio, hires actors and actresses from agencies, talent scouts, auditions, etc, etc, etc.

You need to hire an agent (or an overzealous parent!) and then do some work at the local level. Once you have some semi-professional work under your belt (e.g., school plays; local theatre; media exposure, such as advertisements, etc), then your agent should be able to take care of things for you, such as sending out resumes to the "right" people.

Good luck!

If you seriously think you got what it takes then here you go. Mail you headshot & resume to this guys office, he is known of having a strong connection with Disney. He is London's agent off of Suite Life Of Zach & Cody, he got her on their so if you think you got what it takes then send your information to him but im telling you now this guy deals with Celebritys so you may not get contacted no matter how much experience you have but wont hurt to try.

Mail Your headshot, Resume & cover letter to the following

If you're not allowed to move to LA, then that's that. At your age, you not only need your parents' permission, but their physical presence as well. There's also the work visa situation to consider.

I don't know if child labor laws are any different in Canada, but that's where you should focus your energy for now. They do produce plays, television, movies, commercials, and print ads there, last time I looked.
