There is no such thing as the "headquarters" of the United States. Washington DC (District of Columbia) is the capital of the country. Washington DC is not a State, although some have referred to it as a "state of mind". ;)

Washington DC is not a state, it is a "district", inbetween Maryland and Virginia. Seperate from both. Was supposedly created just for ruling America from, and is said that they chose that area because the climate would not attract anyone to come there unless they had to!
