you open an account there by going there in person and choosing a bank. your passport is your ID.

Now, if I were running the IRS, I'd have a standing subpeona for the airlines' passenger records and everyone who goes there gets extra "care". [there's a box you're required to check if you have a foreign bank or brokerage account and more forms to file.]

Airlines fly there from Miami. There may be direct flights from Montreal or Toronto and maybe other cities [Houston?]. {Plus Mexico and Panama and Jamaica and ...}
