Where can I buy roof heating cable to melt snow and ice so it doesn't tear my gutters down? And how much is it?

What is causing the snow and ice build up? I did some advanced thermal imaging of ice build up at a ski resort. Solar radiation was generating extreme heat on roofs with the excitation of absorbent building materials. The snow and ice would melt during the day, freeze, build up and do it again.
Go to see solar impact at http://www.thermoguy.com/globalwarming-heatgain.html and find out why your building is functioning like that, they are supposed to be a big umbrella and shed the elements.

There are self regulating plastic cables that would serve.
